Here were the predictions - how many came true

Plymouth Citybus
To withdraw more Dennis Darts - yes
Second hand vehicles to transfer down - yes, such as 17 double deckers from London
To provide a Derriford to Saltash or Torpoint route - no
To gain at least one contract - yes, they got the 48
To win at least one award - no

Stagecoach South West
To transfer more second hand buses down to Plymouth - yes
To gain another route - yes, a number of routes from Target Travel in October and one from Plymouth Citybus
Any of the 1 (Plymouth), 2/2A/2B (Plymouth), 3 and 48 to become a Gold route - no
Increased frequency for the 1 and route changes for the 2/2A/2B - no increase on the 1 and with the 2/2A/2B yes (see https://www.stagecoachbus.com/promos-and-offers/south-west/route-2-2a-timetable-change-9th-september-2018) 
New buses for anywhere in Stagecoach South West - yes, 14 new buses in Exeter
Increased frequency on the Falcon - no
Christmas Day service in Plymouth - no

Target Travel
To get more newer buses and coaches - nope
To gain extra routes - yes, they got the 57 

National Express
To gain a new route into Plymouth - not as far as I am aware
